Rick Hill, retired FBI agent and security professional with 35 years’ experience, addressed the club on the topic of ‘active shooter’ scenarios and threat assessment.

Mr. Hill and his consulting group work with businesses, nonprofits, and faith-based organizations, to plan for and prevent crisis events in their workspace.

Mr. Hill pointed out while most organization know What they want to protect, they don’t understand HOW, and they they/we are often the problem.

Mr. Hill posed the rhetorical (somewhat) question; What do you value more, security or privacy? What are you willing to give up for security? These questions come up throughout the intelligence community every day.

First, Mr. Hill made it clear YOU NEED TO HAVE A PLAN. There needs to be a team responsible for safety planning and preparation. There needs to be a codified “incident reporting” process to help identify the possibility of conflict and escalation. Your plan should address the following…… PREVENTION, PROTECTION, RESPONSE, RECOVERY, and CONTINUITY. Mr. Hill also the Risk Assessment Cycle… Assessment – Vulnerability – Risk Assignment – Mitigation – Assessment. He also pointed out the difference between Hard Targets ( Limited/No Access) and Soft Targets (Generally Open Access), and need to firewalling.

The key points Mr. Hill made were:

  1. Designate a team responsible for safety and preparation
  2. Have a plan
  3. PRACTICE THE PLAN!
